1. Senior Financial Accountant

Job Description

Purpose of the Job: To enhance financial decision making by developing and implementing financialaccounting and reporting system that provides accurate and current information for all regular and donor funded projects. The role is also responsible for enhancing the Commission’s operational excellence through efficient working capital management.

Main Duties and Responsibilities:

  • Prepare periodic cash flow projections and execute financing decisions.
  • Reviews all assigned reports submitted from branch offices and funded by donors and regular budget, considering accuracy of information, supporting documentation and compliance of expenses with the budget and donor regulations.
  • Monitor the cash position of the commission and recommend appropriate actions.
  • Assess and manage foreign currency exposure of the commission.
  • Check all disbursements and transactions are supported by proper documentation and authorization both in branch/head office.
  • Review/control all payments and supporting documents are correct before sent for payment authorization.
  • Supervise and coordinate timely preparation of payments and ensure that all deductions are made and paid to concerned bodies on time.
  • Monitor on overdue accounts and collection efforts to ensure proper financial controls, identify delinquent accounts and reduce payment cycles both in branch/head office.
  • Take action in accordance with the collection policy of the Commission to ensure that payments against appropriate customers/products are allocated in a timely manner in branch/head office.
  • Ensure that all receipts of the commission are collected and properly accounted for, deposited to bank intact daily, and adequately controlled.
  • Prepare and submit timely, accurate, and complete statutory reporting for all legal entities.
  • Prepare periodic consolidated financial statements and reports and submit to Director, Finance for review.
  • Draft and publish summary of significant financial and operational issues periodically.
  • Provide required documents and explanations to external and internal auditors.
  • Ensure authorized signatories are up to date, sign statements on time, and coordinate reviews as needed both in branch/head office.
  • Anticipate and document the impact of new accounting rules to the commission’s consolidated financial statements both in branch/head office.
  • Ensure integrity of the accounting system by monitoring that accounting transactions are correctly posted, and financial and management reports are produced on a timely basis both in branch/head office.
  • Provide training and guidance to junior staff to effectively perform their assignments and enhance their skills both in branch/head office.
  • Evaluate the performance of subordinates in branch/head office.
  • Issue receipts, check, and refunds.

SALARY RANGE: Gross monthly salary of ETB 22,014.00 – ETB 26,219.00- plus ETB 6,000.00- Housing allowance and ETB 1,500.00- Transport allowance, depending on candidate’s qualification, experience and earning history

  • BA Degree in Accounting and Finance
  • 6 years of relevant experience
  • Experience and knowledge of IFMIS, IFRIS is required

2. Junior Accountant (3)

Job Description

Purpose of the Job: To support in organizing and analyzing financial documents and accounts.

Main Duties and Responsibilities:

  • Post and process journal entries to ensure all transactions are recorded
  • Support in tracking and monitoring accounts receivable and accounts payable
  • Support in preparation of reconciliations
  • Assist with the preparation of financial statements
  • Assist in analysis and reconciliation of bank statements and general ledgers
  • Prepare and file local compliance reporting, as necessary
  • Assist in reviewing expenses received
  • Act as a liaison for vendors to reconcile and by billing discrepancies
  • Perform other duties as requested by supervisor

REPORT TO: Coordinator, Finance and Budget

DURATION: Open/indefinite Contract

SALARY RANGE: Gross monthly salary of ETB 7,585.00 – ETB 8,781.00 plus ETB 3,000.00- Housing allowance and ETB 1,200.00- Transport allowance, depending on candidate’s qualification, experience and earning history

  • BA degree in Accounting and Finance
  • Diploma/Level IV Certificate in Accounting and Finance
  • 2 years of experience with BA and 4 years of relevant experience with Diploma/Level IV

  • Knowledge of other local languages is advantageous

3. Senior Project Accountant

Category: Accounting and Finance

Location: Addis Ababa 

Career Level: Senior Level (5+ years experience)

Job Description

Purpose of the Job: The Senior Project Accountant (SPA) is responsible for detailed review of assigned financial reports sent from the Branch Offices. The SPA prepares journal entries for branch financial reports and after they are approved, enters them into the General Ledger both in branch/head office. The SPA also prepares invoices to bill the donor for project related expenses.

Main Duties and Responsibilities:

  • Reviews all assigned reports submitted from branch offices and funded by donors, considering accuracy of information, supporting documentation and compliance of expenses with the budget and donor regulations
  • Follows up with field office staff on errors or unallowable expenses
  • Prepares journal entries for field office expenses into commission’s General Ledger for review by the Finance Officer and approval by the Controller
  • Research and documents donor disputes in a timely manner and provides recommendations for action or adjustments to the coordinator
  • Notifies the Controller of significant problems such as significant variance with the approved budget, cost share issues, or unallowable costs
  •  Prepares billings to donors based on financial reports submitted from branch offices in a timely manner and in accordance with contractual agreements
  • Follows up with donors on questions or problems regarding invoices; and Provides guidance to the project accountant as needed
  • Assists with project related inquiries for the annual audit and works with the Finance Officer and Controller to prepare schedules and respond to questions

4. Cashier and Store keeper (Branch Office)

Job Description

Purpose of the Job: Support the Commission in providing error-free cash register operations, payment processing, and interactions with customers.

Main Duties and Responsibilities:

  • Maintains knowledge of basic cashier procedures and customer service cashier procedures, including returns/exchanges.
  • Handles petty cash fund reimbursements for all regular and funded by donor payments.
  • Receive and sort incoming payments with attention to credibility.
  • Write thorough reports on billing activity with clear and reliable data.
  • Ensure accounts, invoices, notices and statements are generated, issued and/or administered on time and consistent with legislative and audit requirements.
  • Directly liaise/correspond with a range of customers/stakeholders on Commission policy, payments and financial reporting requirements.
  • Store items in an orderly and accessible manner in warehouses, tool rooms, supply rooms, or other areas.
  • Examine and inspect stock items for wear or defects, reporting any damage to supervisors/coordinators.
  • Receive and count stock items, and record data manually or using computer.
  • Mark stock items using identification tags, stamps, electric marking tools, or other labelling equipment.
  • Verify inventory computations by comparing them to physical counts of stock, and investigate discrepancies or adjust errors.
  • Issue or distribute materials, products, parts, and supplies to users or co-workers, based on information from incoming requisitions.
  • Recommend disposal of excess, defective, or obsolete stocks.
  • Ensure to keep updated and accurate fixed asset information on IFMS.
  • Determine sequence and release of back orders according to stock availability.
  • Carry out inventory counts assets physically.
  • Perform additional duties as required.

5. Coordinator, Administration and Finance (Branch Office)

Job Description

Purpose of the Job: Overall responsibility for coordinating the finance, HR, procurement and administration functions at the Branch Office Level in line with financial and administrative policies and procedures of the Commission.

Main Duties and Responsibilities:

  • Implement internal control policies, guidelines, and procedures in collaboration with Head Office Finance team and internal audit for activities such as budget administration, cash and accounting system both in branch/head office.
  • Ensure proper and timely account of all fund’s receipts and disbursements.
  • Ensure integrity of the accounting system by monitoring that accounting transactions are correctly posted and financial and management reports are produced on a timely basis both in branch/head office.
  • Review periodic cash flow projections, establish daily and weekly cash positions, and execute financing decisions. Follow up cash transfer requests and reports submitted to the HO timely.
  • Review transactions to ensure they are properly recorded, and books of accounts are balanced, and authorize records of transactions.
  • Review expenditure of budgets transferred to the BO.
  • Monitor reconciliation of cash and bank balances and accounts.
  • Ensure timely and accurate follow up of financial information data to all relevant departments.
  • Coordinate work relating to both internal and external audits in the periodic review of the Commission’s financial records both in branch/head office.
  • Serve as a focal person for HR related matters of the BO. Coordinate with the HO in all employee matters including recruitment, pension, performance management, disciplinary and training and development.
  • Maintain adherence to HR and admin policies.
  • Ensure maintenance and updated records of employee files and HRIS system.
  • Provide day to day support to employee requests including writing various letters and correspondences.
  • Closely work with the Head of the Branch Office and disciplinary committee to follow up disciplinary cases, and issues.
  • Set up a system to support managers and directors to monitor attendance of employees.
  • Review and work with relevant managers to provide responses to employee requests/complaints.
  • Monitor procurement of goods and services for the BO.

LOCATION: For 07 different branch offices: Asosa, Samara, Jigjiga, Jimma, Hawassa, Gambella, and Bahir Dar

REPORT TO: Head of the Branch Office

6. Records and Archive Officer (2)

Job Description

Purpose of the Job: To preserve Commission information and data by safekeeping of permanent records and historically valuable documents.

Main Duties and Responsibilities:

  • Be the focal person to receive all incoming documents to the Commission.
  • Responsible to register all incoming and outgoing letters and distribute them to appropriate staff in the Commission and other stakeholders.
  • Follow up the receipt of letters and documents by relevant persons.
  • Ensure all the Commission documents are recorded.
  • Organize archival records and develop classification systems to facilitate access to archival materials.
  • Acquire and process new archival materials and maintain records of documents received, stored, issued, and returned and file catalogue cards according to system used.
  • Provide reference services and assistance for users needing archival materials.
  • Prepare archival records, such as document descriptions, to allow easy access to information.
  • Authenticate and appraise historical documents and archival materials.
  • Create and maintain accessible, retrievable computer archives and databases, incorporating current advances in electronic information storage technology.
  • Preserve records, documents, and objects, copying records to film, videotape, audiotape, disk, or computer formats, as necessary.
  • Initiate the discarding of inactive files or other materials.
