The purpose of the commission

Facilitating consultation between different sections of the society by stating the important reasons for the differences on basic national issues and by identifying the topics on which the discussions will be held;
Implement an effective national consultation process by ensuring that the national consultations are inclusive, led by a competent and independent body, focus on an agenda that accurately addresses the causes of disagreement, are guided by a clear operating system and have a plan to implement the results of the consultations;
To improve the relationship between the various sections of the society as well as between the government and the people, to establish a system so that the discussions can be conducted in a manner that allows for the creation of a new political system based on trust;
By supporting the implementation of the solution recommendations obtained from the consultations, enabling the building of a democratic system of trust between the citizens and between the government and the people at the national level;
To develop a political culture capable of solving internal problems that have been going on for centuries through dialogue, and to create a suitable compromise for the construction of a democratic system;
Facilitate political and social mediation in which current problems are solved in a lasting way and secure peace is ensured;
They are laying a solid foundation for building a state with national consensus and strong acceptance.
Functions and Responsibilities of the Commission

Establishes committees and expert groups to facilitate and implement consultations, conduct various studies and generate recommendations;
It will study national consultation processes and results obtained by governmental and non-governmental institutions in the past, and use them as resources for future national discussions;
Identifies the differences between different political and thought leaders and members of society on national issues by using research, public discussions or other appropriate means;
According to sub-section (3) of this article, he designs consultation agendas based on the issues identified by the methods described, facilitates consultations, conducts consultations and discussions;
Facilitates the holding of various consultation meetings at the federal and regional levels, in which participants representing different sections of society and bodies from across the country participate, to bring about national consensus;
Identifies the participants who participate in the national consultation meeting according to clear criteria and procedures, and makes them participate in consultations; It shall issue detailed instructions in this regard;
The consultations shall be conducted by the Commissioners or moderators appointed by the Council of Commissioners; He will ensure that the people he appoints as moderators meet the requirements for the position of commissioner as stated in Article 13 of this law;
It assigns experts who take minutes of the deliberations in the consultation process, compile and organize the proposals and present them to the Council of Commissioners;
The internal operating system of the office, the selection of consultation agendas or topics, the system for the identification of parties participating in national discussions, and the internal rules and regulations that enable similar activities to be carried out, shall be put into effect;
The National Consultative Assembly prepares a document describing the agendas, the process of the consultations, the recommendations obtained from the consultations, and the method by which the recommendations can be put into practice, and submits them to the House of Representatives, the executive body and other relevant government bodies; It will also be announced to the public.
The government will provide the necessary assistance to prepare a clear and realistic plan to implement the recommendations from the national discussions;
A system will be developed to monitor the implementation of the recommendations. Performs other duties necessary to carry out the purpose.
Function and authority of the commission council

Determining that the agendas for public consultation should be consulted in detail;
After examining and compiling the recommendations prepared by the committees and obtained through public discussions in detail, approving them to be submitted to the House of Representatives for the executive bodies and other relevant government bodies;
Examining and approving the office’s annual budget and plan;
Reviewing and approving the general report of the office;
Establishing necessary committees;
Deciding to establish branch offices of the office in the regions;
Reviewing and approving the office’s audit findings;
If the Chief Commissioner and the Deputy Chief Commissioner of the Council are not present for ten consecutive days at the same time, to elect a temporary chairman from among the members;
To approve the structural organization of the office;
To approve the appointment of the head of the office;
to issue instructions necessary to carry out the decree;
issuing a code of conduct for commissioners;
Promulgate the bylaws of the office;
